During the period when the compost is maintained <br />at 55 degrees Celsius or higher, there shall be a minimum of five (5) turnings <br />of the windrow. <br />bI ) Ensure accurate records are maintained. <br />Areas of Concern <br />14 CCR 17868.1 (a) -Sampling Requirements <br />A lab analysis report was not available for September 2021. <br />a.) Facility must comply with all terms and conditions listed in the <br />Solid Waste Facility Permit (SWFP). <br />b.) Per condition I under section number 16 of the SWFP, the facility <br />must take and have analyzed one sample per 5,000 cubic yards of finished <br />compost. Facility must submit report on a monthly basis to the LEA. <br />c.) Submit lab report to the LEA for the month of September 2021. <br />Inspection Report Comments <br />1. The previous violation, 17867(a)(9) for Fire Preventi <br />on, Protection and Control, has been corrected. <br />The temperatures of the windrows were below 171F. <br />2. Fly traps contained water and were utilized. The fly population was light. <br />3. Track out onto Austin Road was light. <br />4. Odors were normal. <br />5. The weather during the inspection was 52F, with a wind speed of 6 mph. <br />6. Records were reviewed from September 29, 2021 to October 15, 2021. <br />7. The following temperatures were measured during the inspection. Incoming green waste was 80F. <br />Ground green waste was 128F. Windrows ranged from 123E to 150F. Finished compost measured 136E <br />and the finished product was 93F.
