Environmental Health Department <br />CP22 - UST FULL Inspection Report <br />Date: <br />September 17, 2024 <br /> Facility Address: <br /> 2072 W YOSEMITE AVE, MANTECA <br /> Facility Name: <br /> NATIONAL PETROLEUM MANTECA <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />CORRECTIVE ACTION: Take all necessary precautions to ensure testing and submittal of test reports are performed <br />in a timely manner. <br />This is (Minor) Violation. <br />CA Code of Regulations 2638(a), 2641(j) 2030043 - Leak detection equipment properly installed, calibrated, operated, <br />and maintained (TCR 9d). <br />OBSERVATION: The racing fuel 100 and 110 tanks annual leak detector testing were last performed on 01/29/2020 <br />and were due by 09/2021, 09/2022, 09/2023, 09/2024. Testing has not been completed and is 57 months past due. <br />REGULATION GUIDANCE: All monitoring equipment shall be installed, calibrated, operated, and maintained in <br />accordance with manufacturer's instructions, and certified for operability, proper operating condition, and proper <br />calibration. Immediately contact a properly licensed and certified contractor to ensure leak detectors are operating in <br />accordance with manufacturer's instructions. <br />CORRECTIVE ACTION: Ensure that all leak detection equipment is properly programmed and maintained at all times. <br />This is (Class 2) Violation. <br /> 28 <br />CA Code of Regulations 2636(f)(2) 2030025 - LLD on DW press piping monitors hrly, detects a 3.0 gph leak, and <br />restricts/shuts off flow (TCR 9d). <br />OBSERVATION: The racing fuel 100 and 110 line leak detector has not been tested to ensure its ability to detect a <br />leak. <br />REGULATION GUIDANCE: All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. <br />CORRECTIVE ACTION: Immediately have a properly licensed, trained, and certified contractor repair or replace the <br />failed leak detector (LG 113-x listed, if applicable) and obtain a permit within one business day from the EHD, if <br />needed. If the failed leak detector can’t be replaced immediately, there is a possibility that the racing fuel 100 and 110 <br />tanks UST system may be red tagged to prevent fuel inputs . <br />This is a repeat violation (Class 2) Violation. <br /> 45 <br />CA Code of Regulations 2635, 2637.1, 2665, 2712 2060020 - Spill buckets meet requirements, have been tested as <br />required, and records kept for 36 mths (TCR 9a). <br />OBSERVATION: Spill Container test results for 2022 were not available at time of inspection. <br />REGULATION GUIDANCE: Records of spill container test are to remain on site for 36 months. <br />CORRECTIVE ACTION: Immediately locate test results and ensure they remain on site for 36 months and send proof <br />to EHD. <br />This is a repeat violation (Class 2) Violation. <br /> 50 <br />CA Health and Safety Code 25292.2; CCR 2711(a)(11) 2010007 - Submitted/maintained current Cert of Financial <br />Responsibility/mech of financial assurance (TCR 11). <br />OBSERVATION: Financial responsibility documents have not been submitted to the EHD.
