S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUN r <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CAGASOLINE INC 2115 W YOSEMITE AVE, MANTECA March 25, 2024 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 308 CCR 2632(c), 2634(d), 2636(f) Failure of the leak detection equipment to have an audible and visual alarm. <br /> OBSERVATION: The diesel STP sensor failed to activate an audible and visual alarm when tested to ensure <br /> continuous monitoring of the tank system. <br /> REGULATION GUIDANCE:All monitoring equipment shall be maintained to activate an audible and visual alarm or <br /> stop the flow of product at the dispenser when it detects a leak. <br /> CORRECTIVE ACTION: The sensor was replaced and retested during the inspection. <br /> This is a repeat violation, Class II. <br /> 315 HSC 25290.1(e)Failure to maintain interstitial space to detect leaks before release to environment(post-Jul 2004). <br /> OBSERVATION: The fluid in the vent sump reservoir was observed to be murky, and not the red/pink colored fluid <br /> the manufacturer,Western Fiberglass, provides.According to Western Fiberglass,their fluid becomes murky when <br /> another type of fluid from a different manufacturer is mixed with Western Fiberglass'glycol.Western Fiberglass <br /> stated that due to the mixing of another type of monitoring fluid,the interstitial space of the vent sump is not being <br /> properly monitored. <br /> REGULATION GUIDANCE: The interstitial space of the UST shall be maintained, as designed, under constant <br /> vacuum or pressure such that a breach in the primary or secondary containment is detected before the hazardous <br /> substance is released into the environment. <br /> CORRECTIVE ACTION: Correct immediately by having a properly licensed,trained, and certified contractor replace <br /> the failed component with a functional component(LG 113-x listed, if applicable), and obtain a permit within one <br /> business day from the EHD, if needed.
