Schrader valve was open <br /> but opening was pointed up and was obstructed with debris. Shrader valve was not positioned in a way that leaks will <br /> be detected at the earliest opportunity. <br /> REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br /> possible opportunity. <br /> CORRECTIVE ACTION: Technician determined that test boot could not be pulled back further.
