W F , »... .. , <br /> Pursuant to the Public Resources Code (PRC), Section 44009, CalRecycle staff conducted a pre-permit inspection at the <br /> Forward Resource Recovery Facility, along with the LEA. <br /> Also, present during the inspection were: Christy Karl-CalRecycle, Benjamin Escotto- LEA, Robert McClellon-LEA and <br /> Ruben Ramirez- Facility Operations Manager. <br /> -The Forward Resource Recovery Facility(FRRF)consists of operations for the receipts of curbside commingled <br /> recyclables from the City of Manteca and composting of green and wood waste materials from the cities of Stockton and <br /> Lathrop. <br /> -Commingled recyclables from the City of Manteca curbside collection are brought in, unloaded inside the covered <br /> tipping floor. The materials are then loaded and shipped out to the Newby Island facility in San Jose for further <br /> processing. <br /> -The facility operation was good at the time of the inspection. The cleaning program inside the tipping floor was good. <br /> All areas on the floor and behind the concrete block walls were clean. Residual wastes are transported daily to the <br /> Forward Landfill for disposal. <br /> -An eye wash station is located inside the tipping floor area and was functional. <br /> -The rodent control measure includes the placing of bait stations throughout the floor areas. <br /> -The litter control measure was also good. The tipping floor is open on one side only and the operator has erected litter <br /> control fencing along the southerly stretch of the building to capture windblown litter. The operations manager stated that <br /> they monitor and clean litter in areas beyond the facility, on stretches up and down Austin Road. <br /> Records Review: CalRecycle staff reviewed the tonnage and traffic volume records. All receipts were within the <br /> permitted limit of 4,180 tons per day. The permitted traffic volume of 620 vehicles per day, includes all vehicles received <br /> at the FRRF and at the Forward Landfill. The records indicated that the traffic volumes were within the specified limit. <br /> The Log of Special Occurrences was up-to-date. The records also showed that the facility employees are provided with <br /> various safety and operation related trainings. <br /> The operation of the facility was consistent with the applicable State Minimum Standards. The operation was also in <br /> conformance with the governing solid waste facility permit. <br />
