0 Page 17 of 18 <br />feedback loop that both identifies problems but also allows operator to know <br />that the LEA is satisfied with the resolution of the issue. <br />All of these measures are designed to reduce, minimize, or eliminate off-site odors and <br />the attendant complaints. In the event that the above measures prove inadequate <br />operator will initiate efforts to remove odiferous materials from the site according to the <br />following protocol: <br />Conditions to be met prior to initiating material removal. <br />Before the material removal begins, certain conditions must be met; <br />a. Multiple (more than three, separate, or more than 4 in one week), odor complaints <br />must be received and verified, by the LEA.. "Verified" means that the LEA <br />Documents that operator's facility is indeed the source of the odor by going to the <br />location of the complaint and verifying that weather conditions (particularly wind <br />direction) are such that the complaints are reasonable. <br />b. All other avenues of reducing the odor must have been exhausted. This means that <br />the facility is operating under normal operating conditions. <br />RAYME <br />
