Charter Way Stockton, CA 9520 Subject: Resource Recovery Facility 5 Year Permit Review(SWIS # 39-AA-0020). Dear Mr. Basso, The Environmental Health Department(EHD)has completed the 5 year Permit Review is complete. The EHD was able to make the finding that there not been a significant change to the facility and a permit revision will not be required. Please find enclosed a new front page for the existing permit and a five year permit review report. There are sections in the Transfer Processing Report(TPR)that will require updating. Make application to revise the TRP and update the sections listed below, by July 13,2009. 1. The TPR has an Injury and Illness Prevention Plan(IIPP)that is dated September 8, 2000. The IIPP doe not reflect current site personnel. 2. The Emergency Action Plan has outdated information regarding facility contacts,emergency contact phone numbers and addresses. The facility permit is tied to the landfill permit through tonnage and vehicle count. The facility is currently working on an expansion for the landfill. During that process the landfill and transfer station permit will be revised to separate the tonnage and vehicle count for the facilities. As part of the permit revision a new TRP will be required.
