Easter <br /> THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF DIVISION 30 OF PUBLIC RESOURCES CODE(PRC)AND TITLE 14 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS(CCR) <br /> No Violations or Areas of Concern <br /> V A Regulations <br /> X 17867(a)(3) -Vectors/Litter/Hazard/Nuisance/Noise/Dust <br /> Comments: 1. Moderate to heavy amounts of litter observed along the east fencing in the facility. Plastic and <br /> paper from the facility continue to burden the field adjacent to the east where litter is visible throughout the <br /> property. The operator is to take steps to eliminate the migration of litter offsite. Steps LEA staff discussed with <br /> the operator include: <br /> a. Increased picking of litter from incoming green waste. <br /> b. Adequately sized and properly placed portable litter fencing <br /> c. Increased picking of litter along the eastern perimeter fencing. <br /> d. A larger mesh size in screening material on perimeter fencing, of sufficient size to retain litter, while allowing <br /> more wind to pass through the material, and therefore limit updrafts carrying litter over the fencing. <br /> 2. The operator is to remove the paper and plastic litter in the adjacent field that has migrated offsite. <br /> a. All handling activities shall be conducted in a manner that minimizes vectors, litter, hazards, nuisances, and <br /> noise impacts; and minimizes human contact with, inhalation, ingestion, and transportation of dust, particulates, <br /> and pathogenic organisms. 14 CCR§ 17867 (a)(3) <br /> 3. Maggots were found in compostable materials in between rows associated with ponded water. No serviceable <br /> flytraps observed in the composting areas of the facility. <br /> a. Eliminate compostable materials in between rows to prevent fly breeding and to allow for fire lanes. <br /> b. Control run-off to prevent ponded water. <br /> c. Deploy measures to control adult flies. <br /> X 17867(a)(6)- Unauthorized Access <br /> Comments: The hole observed in the western perimeter fencing remains of sufficient size to allow ingress to the <br /> facility. <br /> Temporary litter fencing remains at former location of the demolished equipment shed. <br /> P. Unauthorized human or animal access to the facility shall be prevented. 14 CCR§ 17867(a)(6) <br /> X 17867(a)(9) - Fire Prevention, Protection and Control <br /> Comments: Internal temperatures measured for two windrows during the inspection were 176°F and 170°F. The <br /> operator stated that he would break the piles to control the temperature. Windrows with internal temperatures <br /> above 170°F are at risk of fire due to chemical oxidation. <br /> a. The operator shall provide fire prevention, protection, and control measures, including, but not limited to, <br /> temperature monitoring of windrows and piles, adequate water supply for fire suppression, and the isolation of <br /> potential ignition sources from combustible materials. Fire lanes shall be provided to allow fire control equipment <br /> access to all operation areas. 14 CCR § 17869 (a)(9) <br /> b. Monitor piles regularly for smoldering. Water and turn piles as needed to reduce internal temperature.
