S0 JOA U 1 Environmental Health Department <br /> U ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PRECISION STRIPPING&COATINGS 921 E VINE , LODI March 19, 2024 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: The facility could not provide consolidated manifest receipts for hazardous waste transported <br /> from the site in the past three years. The missing receipts include: consolidated manifest receipts for contaminated <br /> abrasives and paint chips(solid waste)and Jem strip 427(liquid wastes). <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Locate a copy of the receipts listed above. Maintain the records on-site for three years <br /> from the date of shipping and provide a copy to the San Joaquin County Environmental Health Department(EHD). <br /> If the receipts cannot be found, provide a statement to the EHD that future receipts will be maintained on-site for <br /> three years. <br /> This is a Class II violation. <br /> 205 HSC 25250.7 Failed to prevent contamination of used oil with other hazardous waste. <br /> OBSERVATION: This facility is mixing contaminated abrasives and paint chips with Jem strip 427 liquid waste. <br /> REGULATION GUIDANCE: California Health &Safety Code section 25250.7 <br /> CORRECTIVE ACTION: Immediately stop mixing contaminated abrasives and paint chips with Jem strip 427 liquid <br /> waste. Handle the contaminated abrasives and paint chips as a separate waste stream. Store and dispose of all <br /> hazardous waste in compliance with Title 22 California Code of Regulations and the California Health and Safety <br /> Code. Provide a corrective action statement within 30 days to the San Joaquin County Environmental Health <br /> Department. <br /> This is a Class II violation. <br /> 601 CCR 66262.34(d)Stored hazardous waste onsite greater than 180 days(90 days acute/extremely). <br /> OBSERVATION: The following hazardous waste containers were found on-site with no accumulation start date. <br /> -Three 55 gallon steel drums(two black and one grey)where observed at the hazardous waste storage area with <br /> no accumulation start date. <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66262.34. <br /> CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 180 days in <br /> compliance with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the <br /> disposal records to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> CORRECTIVE ACTION: The violation was corrected during the inspection by the facility operator by completing <br /> the accumulation start date.
