Muniappa Naidu,REHS,Assistant Director <br /> PROGRAM COORDINATORS <br /> Jeff Carruesco,REHS,RDI <br /> Willy Ng,REHS <br /> Steven Shih,REHS <br /> Elena Manzo,REHS <br /> Natalia Subbotnikova,REHS <br /> ORIGINAL <br /> April 10, 2024 <br /> Don Chesney <br /> Chesney Consulting <br /> P.O Box 3794 <br /> Turlock, CA 95381 <br /> RE: Nitrate Loading Study Addendum & Onsite Wastewater Treatment System Design <br /> 1153 S Golden Gate Ave, Stockton <br /> APN 157-130-34, SR0087834 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed Nitrate Loading Study <br /> Addendum (NNLS) & Onsite Wastewater Treatment System (OWTS) Design dated March 18, 2024 for the <br /> above noted location, and has the following comments for your consideration. <br /> The Nitrate Loading Addendum and OWTS Design report proposed a three bedroom accessory dwelling unit <br /> (ADU) in addition to the existing two bedroom dwelling. <br /> Based on the information provided, the EHD concurs with the proposed engineer design septic system with <br /> the following conditions: <br /> 1. According to the Nitrate Loading Addendum and OWTS Design report, the estimated revised nitrate <br /> loading calculations from the proposed and existing system usage is 8.8 ppm as nitrate-nitrogen. Based <br /> on the information provided in SSNL study, the EHD finds that the long-term addition of nitrates added <br /> to the sites, will be acceptable within the acceptable level of 10 mg/L. <br /> 2. Percolation test conducted on August 11, 2023 yields a percolation rate of 3.79 minutes. At this rate <br /> an 20' soil separation is required between bottom of dispersal field and the groundwater. Groundwater <br /> is reported at 50 feet below surface grade. (San Joaquin County OWTS Standard Table 1.10.2). <br /> 3. Based on the information provided the EHD finds that the SSNL Study supports the suitability for <br /> standard OWTS usage for the proposed development pursuant to San Joaquin County Development <br /> Title, Section 9-604.010(d). However, if you choose to install the proposed septic system for the ADU <br /> as provided in the NNLS, an engineered designed septic system permit from the Environmental Health <br /> Department would be required. The proposed ADU designed septic system includes a 1,200 gallon <br /> septic tank, a 2,100 square foot filter bed using infiltrator EZ flow 1201-GEO and 1201 P-GEO modules, <br /> and (1) 48-inch diameter seepage pit. <br /> 4. It is the owner responsibility to follow operation and maintenance plan as prescribed in page 4 of the <br /> study and to ensure the system meets all requirements set forth in the design in conformity with San <br /> Joaquin County (OWTS) Standard. <br /> 5. The OWTS and its 100% replacement areas shall meet all required minimum setbacks stated in San <br /> Joaquin County (OWTS) Standard and Well Standard. <br /> 1868 E.
