FORWARD LANDFILL WINTERIZATION PLAN <br />2023-2024 WET SEASON <br />October 2023 <br />1. Recent History <br />Forward constructed waste management unit (WMU) FU -19 in 2019 and filling began in this cell <br />in late February 2020, after the cell construction was approved by the CVRWQCB. Forward has <br />been disposing of Class II and Class III refuse in WMU FU -19 and in the completed cells to the <br />north of WMU FU -19. In addition, Forward recently completed construction of WMU FU -23, <br />which is located directly east of WMU FU -17. However, WMU FU -23 is not yet approved for <br />disposal by the CVRWQCB. <br />2. Reseeding and Erosion Control <br />An annual inspection of the vegetative cover has been completed. The areas that were found to <br />have a lack of necessary cover will be seeded just prior to the next rain event to control erosion. <br />Presently all erosion has been addressed and will be monitored throughout the wet season. Areas <br />that are found to be eroded will be covered with dirt immediately upon suitable weather conditions. <br />3. Drainage <br />Non -contact water will be directed to three locations: <br />• The first location (compost stormwater pond) accumulates non -contact water from the <br />current Forward Resource Recovery Facility (FRRF) and is located on the west corner of <br />the FRRF, south of the South Fork of Little Johns Creek. In accordance with Waste <br />Discharge Requirements Order No. R5-2014-0006, the compost stormwater pond is a lined <br />impoundment to collect all runoff from the FRRF. <br />• The second location (southwest pond) services the current southern portion of the Forward <br />Landfill and is located at the southwest corner of this area, north of the South Fork of Little <br />Johns Creek. <br />• The third non -contact water pond (northwest pond) is located at the southwest corner of <br />the northern portion of Forward Landfill, directly west of WMU FU -03. <br />
