Section 4.2.2 of the SPCC plan states"The tote storage area is bermed on all four sides.The <br /> storage area is approximately 700 square feet in area and the berm height is approximately 4 inches.This <br /> configuration provides sufficient containment for the largest container plus precipitation". <br /> At the time of the inspection observed thirty-nine totes of rinse water with insufficient secondary containment. The <br /> sides of the secondary containments does not appear to have 4 inch height on all four sides;there was no berm for <br /> the east side of the secondary containment. <br /> REGULATION GUIDANCE: (c)(11) Position or locate mobile or portable oil storage containers to prevent a <br /> discharge as described in§ 112.1(b). Except for mobile refuelers and other non-transportation-related tank trucks, <br /> you must furnish a secondary means of containment, such as a dike or catchment basin, sufficient to contain the <br /> capacity of the largest single compartment or container with sufficient freeboard to contain precipitation. <br /> CORRECTIVE ACTION: Position or locate the rinse water totes into a sufficient secondary containment to prevent <br /> discharge. Provide proof or correction to the EHD. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Conducted an aboveground Petroleum Storage Act inspection. Fifteen violations observed during the inspection. <br /> An inspection checklist was provided to the facility operator on the day of inspection. The report was amended <br /> and completed and replaces the initial checklist.
