The current Pool
Code states that there is to be no diving in pools that are six feet or less in depth,
however, it does not address the issue of"race diving"for competitive lap swimming
using starting blocks and a minimum depth requirement. All new pools constructed that
want to conduct competitive swimming must have a water depth greater than six feet at
the end of the pool where the starting blocks are located. Different sanctioning
organizations recommend depths varying from 3 Meet to 67" for the use of starting
blocks but the organizations recommend checking with the local enforcing agency first.
Based on surrounding counties responses and research into this issue, the Environmental
Health Department has the following requirements for the use of starting blocks for
competitive swimming in pre-existing recreational-use pools.
1. All practice sessions and competitive swim events must be performed under direct
supervision at all times by experienced staff.
2. The diving platforms must be removed from the deck after each practice or swim
event. The anchors shall not create trip or cut hazards in the deck once the
platforms are removed.
3. Competitive race diving and practice race diving from these platforms must only
be done in the five (5) foot or greater section(deep end) of the pool. Diving into
3 %2 feet of water(shallow end) is prohibited.
4. When community or recreational swimming is conducted at this pool, the NO
DIVING rule must be enforced.
5. All competitive swimmers that will be using the platforms must be trained on
proper race diving techniques to eliminate possible injury.
