Ruvalca ba, Cesar
From: Ruvalcaba,Cesar
Sent: Monday, February 3,2020 8:12 AM
To: 'Grant Galli'
Subject: RE: Updated Final SPCC
Attachments: EPA guidance buried piping.pdf
Hi Grant,
After review of the SPCC plan there is only one violation that remains open, not having the tanks tested by a certified
inspector. Gary did do inspections on the tanks, the initial report provided did not seem to meet the requirements of
the Steel Tank Institute. I have forwarded the latest report to see if they meet the requirements. I will let you know what
their decision is.
Also,we are trying to get some clarification from the state, but buried piping may require some kind of general
secondary containment or some sort of i nteg rity testi ng plan to make sure that there isn't a leak. I have attached a
guidance document from the EPA.This may affect your facility at during the next APSA inspection.
Feel free to contact me with any questions.
FREE classes presented by NES Inc. are mailable to all San Joaquin County Hazardous Waste, Underground Storage Tank,
and Aboveground Petroleum Storage Facility Business Owners and Operators. List and schedule of classes can be found
here.
Thankyou,
Cesar Ruvalcaba
San.Joaquin County Environmental Health department
Environmental Health Specialist
1868 East Hazelton Ave
Stockton,CA 95205
W (209)953-6213 J g 42097 464-0138] 0 cruvalcaba@sifzov.or
—C:OLJ NTY—
y Greasnexs grmrri here.
From:Grant Galli<ggalli@tttrucking.com>
Sent: Monday, december 30, 2019 9:40 AM
To: RuvaIca ba, Cesar<c ruva Ica ba @sjgov.o rg>
Subject: Updated Final SPCC
Cesar, as per our last conversation the secondary containment of the tank farm has been increased. The attached SPCC
reflects these changes for your review. Please let me know if there is anything else I can help with and thank you again.
Grant Galli
1
