SPILL REPORTING - 40 CFR 112.7(a)(4) <br /> The discharge notification form included in Appendix D is completed upon immediate <br /> detection of a discharge and prior to reporting a spill to the proper notification contacts <br /> after evaluation by Facility Management and as applicable to limits described in <br /> Section 2.0. <br /> 4.3. POTENTIAL DISCHARGE VOLUMES AND DIRECTION OF FLOW - 40 CFR <br /> 112.7(b) <br /> Table 5 presents expected volume, discharge rate, general direction of flow in the event <br /> of equipment failure and means of secondary containment for different parts of the Facility <br /> where oil and/or petroleum fuel is stored, used or handled. <br /> 4.4. CONTAINMENT AND DIVERSIONARY STRUCTURES - 40 CFR 112.7(c) <br /> Methods of secondary containment at the Facility include a combination of structures <br /> (e.g., berms and built in secondary containment) and land-based spill response (e.g., <br /> booms or absorbents)to prevent oil and/or petroleum fuel from reaching navigable waters <br /> or adjoining shorelines. <br /> 4.4.1. Spill Pallets <br /> Each spill pallet has a minimum 110%, which can effectively contain the volume of any <br /> single 55-gallon drum. <br /> 4.4.2. Berm Enclosure <br /> The Facility uses a cinder block berm enclosure is provided around ASTs 1 through 5, <br /> located south of the fueling island. Additionally, a metal containment and concrete berm <br /> are provided around AST 13, located immediately east of the Main Shop Building. The <br /> berm enclosures and secondary containment are further described in section 5.2.2. <br /> 4.4.3. Transfer Areas <br /> Drip pans are placed under fill ports for the ASTs and used to catch leaks from the <br /> piping/hose connections. Spill kits are located inside the maintenance building near ASTs, <br /> next to the fueling islands, and near both diesel ASTs (Figure 4). The spill kits are <br /> positioned for rapid deployment should a spill occur, such as spills associated with <br /> overfills or hose rupture from the fuel dispenser. The response equipment inventory for <br /> the facility is listed in Appendix E of this Plan. The inventory is checked monthly to ensure <br /> that used material is replenished. Oil transfer procedures is included in Table 7. <br />
