1-1 <br />Forward Composting Facility SWT Engineering <br /> Report of Composting Site Information - January 2022 <br /> <br />This Report of Composting Site Information (RCSI) was prepared to comply with the <br />California Code of Regulations, Title 14 (14 CCR), Section 17863 for compost operations. <br />1.0 FACILITY OVERVIEW <br />1.1 Introduction <br />The purpose of this latest RCSI amendment is to incorporate the aerated static pile (ASP) <br />composting system at the facility. <br />This RCSI describes the design and operation of the Forward, Inc. (Forward) Compost Facility <br />(Compost Facility). The Forward site is an existing solid waste disposal and re source <br />recovery facility (RRF) located at 9999 South Austin Road, Manteca, California (see Figure <br />1). The site is wholly-owned and operated by Forward. The landfill was permitted and <br />opened in 1973. The RRF began operations in 1975. The Forward RRF building is located <br />in the south east ern portion of the site, and is operated in compliance with SWFP No. 39 -AA- <br />0020 (see Appendix A). The compost facility is located in the same area as the RRF <br />(southeastern portion of the overall property) adjacent to the RRF building (to the north, <br />south, and west), as shown on the Site Plan (Figure 2). The Compost Facility is also included <br />under SWFP No. 39-AA-0020 and began operation in 1994. The Forward RRF /Composting <br />Facility serves the San Joaquin County cities of S tockton, Lathrop, Manteca, as well as <br />jurisdictions in Sacramento County (the cities of Citrus Heights, Elk Grove, and Rancho <br />Cordova) and Stanislaus County (the cities of Oakdale, Hughson, and Waterford). <br />Access to the site is from Austin Road, with the entrance along the eastern site boundary, <br />south of the Forward Landfill main entrance and the South Fork of South Littlejohn’s Creek. <br />An intermittent creek, the South Fork of South Littlejohn’s Creek (South Fork), crosses the <br />site in a southwesterly direction. The creek is a tributary to South Littlejohn’s Creek, itself a <br />tributary to French Camp Slough, which ultimately dischar ges into the San Joaquin River. <br />Surface water runoff from the northern portion of the site that has not contacted any waste <br />is collected in on-site storm water drainage basins, from which it may be discharged to <br />South Littlejohn’s Creek (either North or South Fork depending on which side the <br />precipitation falls). All runoff from the portion of the site north of the South Fork that has <br />contacted waste is collected and pumped into one of two leachate evaporation ponds <br />located on site. The entire RRF and separation area is bermed on the north, south and <br />northeast sides and graded to segregate non-contact storm water from the RRF operations. <br />All runoff from the RRF/Composting Facility runs along the north and south perimeter <br />ditches to the sedimentation basin in the southwest area of the RRF/Composting Facility <br />site. WDR Order No. R5 -2014-0006 and WDR Order No. 2020 -0012-DWQ requires that the <br />sedimentation basin is sized to contain at least a 25 -year, 24-hour storm event and be <br />equipped with a synthetic liner. Based on stormwater design calculations in Appendix C , the <br />basin is ade quately sized. Water collected in the basin will either be evaporated, used in the <br />initial mixing of the compost, used for dust control, pumped to the on-site leachate <br />evaporation pond, or transported off -site to a municipal treatment facility. <br />Forward operates a C omposting Facility in the southeastern portion of the site for the non- <br />recyclable organic wastes received at the RRF. Material received at the RRF for composting <br />may include, but not be limited to, green material, green material mixed with foo d waste, <br />food waste, food processing residue, manure, mixed paper, cannery rinse water, and <br />agricultural waste.
