1-3 <br />Forward Composting Facility SWT Engineering <br /> Report of Composting Site Information - January 2022 <br /> <br />Water Wells. There are four production water wells at the entire Forward <br />Landfill/RRF/Composting Facility site. The first well, located near the main entrance of the <br />landfill was drilled to a depth of approximately 135 feet and groundwater occurs at a depth <br />of approximately 70 feet. The we ll was likely installed before the opening of the landfill, <br />having been previously used for agricultural purposes. It is pumped at a rate of <br />approximately 1,500 gallons per minute (gpm) at a maximum frequency of approximately 27 <br />times during the course of a typical day. Another well is located south of the South Fork of <br />South Littlejohn’s Creek , in the southeast corner of the Compos t Facility/RRF area, and has <br />a capacity of 500 gpm. The third well is located along the northern boundary of the former <br />Austin Road Landfill. This well was installed in 1972 and has a production of approximately <br />60 gpm. The fact that groundwater flow ne ar the existing Forward Landfill is not modified by <br />pumping from this well suggests that it is screened in a confined unit be low the uppermost <br />groundwater units that are monitored at the site. The fourth production well is located along <br />the eastern boundary of the site, just south of the entrance to the Composting Facility/RRF . <br />The locations of the wells located in the Compost Facility/RRF area is shown on Figure 2. <br />On-site water uses include site construction and waste disposal operations, RRF and <br />compost operations, dust control, compaction, irrigation, equipment maintenance <br />operations, sanitary facilities, firefighting, and emergency situations. Bottled water is <br />provided for drinking. <br />Offsite. S tructures within 1,000 feet of the site boundaries are sho wn in Figure 3. As shown <br />in Figure 3, there is one residence located near the site (within approximately a half mile or <br />less). The residence at 9690 Austin Road is approximately 500 feet from the landfill, on the <br />east side of Austin Road across from the landfill’s main entrance. This dwelling has been <br />demolished and no longer exists. In addition, three residences, with surrounding ancillary <br />structures, are located on the east side of Austin Road, approximate ly one mile north of the <br />main landfill entrance. Two additional residences, with surrounding ancillary structures, are <br />locat ed east of Austin Road, south of the landfill. <br />1.2.3 Surrounding Land Use <br />Pursuant to the San Joaquin County 2010 General Plan, the land use designation for the <br />RRF and landfill site is A/G (Agriculture/General) and the zoning is AG -40 <br />(Agricultural/General, 40-acre minimum lot size) as shown on Figure 3. The San Joaquin <br />County Development Title specifies that Major Impact Services a re allowed in AG -40 zone <br />classification areas subject to a Use Permit. Major Impact Services, which include sanitary <br />landfills, are defined as land intensive activities that must be located away from residences <br />or concentrations of people due to the natur e of the operation’s impacts. Since the RRF is <br />situated on landfill property, it is considered a major impact facility and i s operated <br />conditionally in the AG -40 zone. The existing Forward Landfill is operated under San Joaquin <br />County Land Use Permit s PA-1800090 and PA-0800105 adopted in 2020. Property to the <br />east, west and south of the landfill is zoned A/G and property to the north is zoned <br />Public/Institutional. Immediately north of the 33.23-acre RRF is the Forward Landfill and <br />the approximate 184-acre buffer area of the landfill (Brochinni Parcel) lies to the immediate <br />west of the RRF. The land to the east and south is used for agriculture. <br />The land uses within one mile of the property boundary are shown in Figure 3.
