3-4 <br />Forward Composting Facility SWT Engineering <br /> Report of Composting Site Information - January 2022 <br /> <br />Other Forward RRF /Co mpost Facility Personnel. Personnel assigned to operate the <br />RRF/Compost Facility are trained in subjects pertinent to the site operation and <br />maintenance, with emphasis on safety, health and environmental controls, and emergency <br />procedures. As mentioned in Section 3.2.1, t he compost operations staff includes: <br />1 Operations manager <br />5 Equipment operators (duties also include general labor) <br />2 Laborers <br />1 Water truck driver <br />- Temporary laborers, as needed <br />The assignments and responsibilities of these person nel are described below: <br />Operations Manager. The Operations Manager has overall responsibility for the site’s <br />operation and management. <br />Equipment Operators and General Laborers. The equipment operators operate a variety of <br />equipment including a grinder, trommel, turner, water truck, and loaders. The equipment <br />operators spread the incoming waste loads out on the tipping floor, create the compost <br />windrows and curing piles, perform load checks, keep records of the quantity of material <br />recovered, and perform general maintenance around the site and with equipment. The <br />general laborers manually sort the incoming waste loads to inspect for prohibited wastes , <br />operate the wood grinder, and perform assigned maintenance duties (i.e., litter/debris <br />collection) around the RRF building and storage areas , and Compost Facility. <br />Training. Staff training methods are described in detail in Section 3.2.2 of this RCSI. <br />3.3 Facility Equipment <br />3.3.1 Type, Capacity, and Number of Units <br />On-site equipment will be used for handling and processing waste. The equipment available <br />at the RRF/Compost Facility is listed on Table 8. Additional equipment including <br />temperature and moisture probes, is available, as necessary, to meet all of the <br />requirements of the compost operation standards. Facility equipment is maintained in <br />reliable, working condition according to standard maintenance practice and the <br />manufacturer's recommendations. <br />3.3.2 Equipment Preventative Maintenance <br />Besides the daily maintenance (checking belts and fans, eng ines, hydraulic oil, fuel, blowing <br />down dust, etc.), the RRF /Compost Facility has a preventive maintenance program that is <br />scheduled on all heavy equipment that is based on the number of hours the equipment has <br />been in service (i.e., 250 hours, 500 hours, 750 hours, etc.). In accordance with the SWFP, <br />no equipment maintenance or operation is performed onsite outside of the permitted <br />operation hours. <br />3.3.3 Standby Equipment <br />Personnel continually evaluate the need for additional equipment for efficient facility <br />operations.
