3-12 <br />Forward Composting Facility SWT Engineering <br /> Report of Composting Site Information - January 2022 <br /> <br />maximum metal concentrations or ma ximum acceptable pathogen concentrations shall be <br />designated by the appropriate State or F ederal jurisdict ion for another use, including <br />disposal, additional processing, or other use. The maximum acceptable metal <br />concentrations are presented in Table 3. All tests for metal concentrations are conducted at <br />a certified lab. <br />The density of fecal coliform in the stabilized compost is less than 1,000 Most Probable <br />Number (MPN) per gram of total solids on a dry weight basis, or the density of Salmonella <br />bacteria in the stabilized compost is less than 3 MPN per 4 grams of total solids on a dry <br />weight basis. <br />3.5.7 Compliance Monitoring P rogram <br />Forward follows a compliance monitoring program as required by 14 CCR, Section 17868.1 <br />for composting facilities , as discussed in Section 2.2. <br />3.6 Compost Facility Controls <br />Forward does not plan to locate the Compost Facility on a closed landfill. Forward operates <br />a landfill on land north of the South Fork of South Littlejohn’s Creek . However, it should be <br />noted that the Composting Facility is located on an area that is permitted for future WMUs. <br />Composting operations in the current RRF/Compost area will cease once Forward begins <br />refuse fill development in this area. <br />3.6.1 Vector and Bird Control <br />Due to the innocuous nat ure of compost compared to refuse , vectors (i.e. rodents, birds) <br />are not currently, and are not expected to be in the future, a problem at the Compost <br />Facility. The operations management is responsible for maintaining effective vector c ontrol <br />and has and will continue to implement a Vector Control Plan as discussed in this section <br />and Appendix E. Forward Inc. also institutes measures for the overall site, including the <br />landfill, to control or prevent the propagation, harborage and attra ction of flies, rodents or <br />other vectors and animals, and to minimize bird attraction. The Site Manager at the facility <br />performs a vector inspection on a daily basis for signs of any vectors. <br />Housekeeping . The primary deterrent in eliminating the potentia l for vectors is through <br />implementation of effective operating procedures. Materials brought to the facility are <br />handled at the designated unloading areas. All wastes or residuals are removed within 24 <br />hours of receipt. Good housekeeping practices are e mployed to avoid creating a food <br />source. Housekeeping and cleaning activities for the facility are described in Sections 3.3.4 <br />and 3.4.3, respectively. To discourage the potential for insect and bird hazard development, <br />ponding water will not be allowed. In addition, nuisance birds will be controlled by reducing <br />litter through the litter management program as discussed in Section 3.6.5 and Appendix E -2 <br />of this RCSI. <br />Vector Eradication. Traps and/or bait stations for rodents and insects/flies are serviced (or <br />managed) on a weekly basis by Forward personnel and are maintained, as needed. If <br />necessary, a program would be developed to identify and record any vector problems that <br />arise. If these measures are not sufficient, a vector eradication program (including <br />controlled spraying, exclusionary measures, etc.) will be developed and implemented using <br />professional pest management services or a licensed exterminator, as necessary. In this <br />case, routine inspection and monitoring of the site will be conducted b y the LEA.
