<br /> Page 1 <br />1 INTRODUCTION <br />1.1 Purpose <br /> <br />This Construction Quality Assurance (CQA) Manual has been prepared for Forward, Inc. (Forward) <br />by a Registered Civil Engineer in accordance with Title 27, California Code of Regulations (CCR), <br />Division 2, Sections 20323 and 20324, titled "CQA Plan and CQA Requirements." This manual <br />describes CQA procedures for construction of the lined compost facility retention basin at the <br />Forward Landfill. The CQA Manual outlines the specific field and laboratory testing and monitoring <br />procedures required to demonstrate that the compost facility retention basin is constructed in <br />accordance with Title 27 requirements. <br /> <br />Following the completion of the work for the compost facility retention basin, the Quality Assurance/ <br />Quality Control (QA/QC) Consultant will prepare a final CQA Report. The CQA Report shall be <br />submitted to the Owner within 20 days of construction completion. The purpose of the CQA Report <br />is to document that the materials and construction processes comply with the design and regulatory <br />requirements. As-built drawings shall also be included. <br /> <br /> 1.2 Project Description <br /> <br />Lewis Engineering designed the compost facility retention basin in accordance with Forward's Waste <br />Discharge Requirements (WDR Order No. R5-2014-0006) and applicable state and federal <br />regulations. The provisions of particular importance regarding the design are: <br /> <br /> The retention basin was sized for all runoff and direct precipitation from the 25-year, <br />24 hour storm and maintain a 2-ft freeboard. <br /> The retention basin is equipped with a synthetic liner and designed and operated to <br />minimize the downward percolation of constituents. <br /> <br />The compost facility retention basin will be located in the current sedimentation pond area, directly <br />west of the compost facility. The retention basin will be lined with a 60-mil single sided textured <br />HDPE geomembrane underlain by a geosynthetic clay liner. The retention basin will encompass <br />approximately 2-acres and will extend approximately 240 feet in the north-south dimension and <br />460 feet in the east-west dimension. The crest of the retention basin is at elevation 35-ft. The base of <br />the retention basin ranges from elevation 21-ft in the southern corner to 26-ft in the northeast. A pan <br />lysimeter is located under the lining system in the southwest corner of the basin. <br /> <br />The basin has a total capacity of 760,600 cf (approx. 5.7 million gallons) and 598,700 cf (approx. 4.5 <br />million gallons) not including the 2-ft freeboard. Compost runoff water sheet flows to perimeter v- <br />ditches which direct the runoff to two pond inlet pipes/culverts. The inverts of the pipe inlets at the <br />pond are at elevations 31.71 and 32.66-ft for the north and south inlets, respectively. The pond is <br />designed to have sufficient storage capacity to maintain the runoff from the 25-yr, 24 hr storm below
