1-5 <br />Forward Composting Facility SWT Engineering <br /> Report of Composting Site Information - August 201 9January 2022 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2019-2020\rcsi 2019\text\sec 1.doc <br />operational procedures and BMPs, refer to Waste Discharge Requirements (WDR) <br />Order No. R5-2014-0006 (see Appendix A). <br />⧫ Agricultural waste “include wastes resulting from the production and pr ocessing of <br />farm or agricultural products, including manures, pruning and crop residues wherever <br />produced.” <br />The Compost Facility receive s waste from municipalities and commercial self haulers. The <br />facility is designed to process the maximum volume of feed stock based on the available <br />land. The permitted maximum daily throughput for the Compost Facility is 1,100 tons per <br />day (tpd), however, actual throughput , including volume of each feedstock, will depend on <br />the composting technology and the availability of the feedstock. Up to 900 tpd is sent to the <br />traditional windrow composting operation, and up to 200 tpd is directed to the on -site <br />aerated static pile (ASP) composting system. Feedstock tonnages will not exceed 100,000 <br />tons annually without prior notific ation and approval of the LEA. <br />1.3.1 Maximum Daily Load Capacity <br />The permitted maximum daily throughput for the Compost Facility is 1 ,100 tpd as allowed <br />under SWFP No. 39 -AA-0020. The maximum daily load capacity to the Compost Facility will <br />depend on the composting technology employed. Forward choose s to operate with windrow <br />composting using a windrow turning machine , and an aerated static pile (ASP) compostin g <br />system. The maximum daily load capacity for this option is presented below. Additional <br />options may be investigated in the future , if necessary. <br />Windrow Composting Using a Windrow Turning Machine <br />The maximum daily load capacity of the Windrow Compost Facility using a windrow turning <br />machine is approximately 1,100900 tpd. This capacity is based on the following <br />assumptions: <br />⧫ Six-day per week operations. <br />⧫ Up to approximately 8 acres for compost windrows. <br />⧫ New windrows are up to approximately 15 feet wide at the base with approximately 8 <br />feet between Windrows for water addition and fire control. <br />⧫ New windrows are up to approximately 7 feet high. <br />⧫ Composting period is projected to be approximately 4 to 12 weeks depending on <br />product desired. <br />⧫ 40 percent volume reduction after composting. <br />Aerated Static Pile Composting using Positive Aeration <br />The maximum daily load capacity of the ASP Compost Facility using positive aeration is <br />approximately 200 tpd. This capacity is based on the following assumptions: <br />⧫ Five-day per week operations. <br />⧫ Up to approximately 3 acres for compost piles. <br />⧫ New windrows are up to approxima tely 30 feet wide at the base and 110 feet in <br />length
