Discharge procedure <br /> protocols. 3.Applicable pollution control laws, rules, and regulations. 4. General facility operations. 5.The contents of <br /> the SPCC Plan.The most recent training document observed on site was dated 1/15/2021 but the plan discusses <br /> having the last three years of training on site.The February 2024 training agenda was observed but a training record for <br /> that training was not found. <br /> REGULATION GUIDANCE: (f)(1)At a minimum,train your oil-handling personnel in the operation and maintenance of <br /> equipment to prevent discharges; discharge procedure protocols; applicable pollution control laws, rules, and <br /> regulations;general facility operations; and,the contents of the facility SPCC Plan. <br /> CORRECTIVE ACTION: Immediately provide adequate training to all oil handling personnel and submit a copy of the <br /> 2024 training log to the EHD. <br /> This is a repeat violation (Class 2) Violation. <br /> 61 Code of Fed Regulations 112.8(c)(8)(v)4030022-Liquid level sensing devices regularly tested to ensure proper <br /> operation. <br /> OBSERVATION:The SPCC Plan does not discuss regular testing of liquid level sensing devices. Discussed testing of <br /> liquid level sensing devices for the 8,000-gallon gasoline and 8,000-gallon larvicide oil tanks with John Fritz. Based on <br /> discussion on these liquid sensing devices,they have not been tested. <br /> REGULATION GUIDANCE: 112.8(c)(8)(v)You must regularly test liquid level sensing devices to ensure proper <br /> operation. <br /> ORRECTIVE ACTION: Liquid level sensing devices must be installed in accordance with CFR 112.8 and shall be <br /> regularly tested to ensure proper operation.
