The following was observed on-site: tires, wood, <br />garbage, container, pvc pipes, asphalt, and concrete waste. Waste from the three <br />trailer wide prefabricated house fire is still on-site. Dispose of waste at a permitted <br />facility that can accept the specific wastes. <br />Overgrown and dry vegetation covers the site, creating a fire hazard. <br />Provide disposal receipts to the San Joaquin County Environmental Health <br />Department for all waste removed from the property. Mitigate the fire hazard by <br />removing or discing in the vegetation. <br />No Areas of Concern <br />Inspection Report Comments <br />19043 S McKinley Ave, Manteca, CA - Glenn Charles Investments LLC, owner Erick Smith: <br />A Compliance Agreement with San Joaquin County dated August 11, 2022 required the property owner to conduct <br />a Phase I and II Assessment. The Phase I and II Assessments were completed December 2, 2022. A Clean <br />Closure Plan dated October 4, 2023 was provided by Erick Smith to the Environmental Health Department (EHD) <br />on September 12, 2024 and is being reviewed by the EHD and CalRecycle. <br />An office hearing was scheduled for September 11, 2024. Erick Smith failed to appear at this office hearing. On <br />September 25, 2024, Erick Smith did email the EHD stating that the surface solid waste will be disposed of, the <br />vegetation will be trimmed to mitigate the fire hazard and the site will be secured. The site was confirmed to be <br />secured during the 12/18/24 quarterly inspection. <br />Overgrown vegetation and surface solid waste continue to be observed on site, a repeat violation. Further <br />enforcement actions may be taken pursuant to the Settlement Agreement and California law. <br />Report mailed to Erick Smith, 3202 W March Lane, Suite A, Stockton, CA 95219 and emailed to erick@kyhc.org . <br />______________________________________________________________ <br />19051 S McKinley Ave, Manteca, CA - Varinder Singh group, representative Komal Atwal: <br />A Compliance Agreement dated March 8, 2022 and a Compliance Agreement Addendum dated July 16, 2022 with <br />San Joaquin County required the property owner to conduct a Phase I and II Assessment. The Phase I and II <br />Assessments were completed November 3, 2022. The next step is a Clean Closure Plan with an Excavation and <br />Materials Management Plan. Provide these documents to the Environmental Health Department. <br />Komal Atwal attended an office hearing on September 24, 2024. All six owners of the property signed an <br />administrative hearing agreement to comply with the Compliance Agreement and resolve the inspection violations <br />by December 2, 2024. <br />Subsequent quarterly inspections found overgrown vegetation and solid waste on site, a repeat violation.
