Water Quality Monitoring Report <br />First Quarter 2024 <br />www.arcadis.com <br />Forward Landfill 1Q24 Water Quality Mon Report_05012024 3 <br />Monitoring Well Type Monitoring Well ID <br />7833 Newcastle Road 7833-MW-01, 7833-MW-02, 7833-MW-03, and <br />7833-MW-04 <br />Notes: <br />CAP = corrective action program <br />EMP = evaluation monitoring program <br />The DMP wells are used to detect any potential releases from the landfill, the CAP wells are used to evaluate <br />changes in water quality and the effectiveness of the corrective action measures, and the EMP wells were <br />constructed as part of an ongoing investigation at the Site. The DMP results are discussed in Sections 2.1.4 and <br />2.1.5. The CAP/EMP results are discussed in Section 2.10. <br />2.1.2 Sampling and Laboratory Analysis <br />Quarterly sampling of the groundwater monitoring wells at the Forward and Austin Road Units was conducted in <br />accordance with the Sampling and Analysis Plan (Appendix A). Table 1 presents the site monitoring analytical <br />parameters and frequency, as well as the analytical methods. <br />Field parameters were also measured, including oxidation-reduction potential (ORP), turbidity, temperature, <br />specific conductance, and pH, and recorded on field data sheets (Appendix B). The raw laboratory data, <br />certificates of analyses, and chain-of-custody records related to the sampling program are provided in Appendix <br />C. Field measurements and laboratory analytical data for the Forward and Austin Road Units are presented in <br />Tables 2 through 15. <br />The volatile organic compound (VOC) data presented in the tables include results greater than the laboratory <br />practical quantitation limit (PQL); estimated (J-flagged) VOC data between the PQL and the laboratory method <br />detection limit (MDL) are also included for select samples, as needed, to evaluate exceedances. Cumulative data <br />for all monitoring points and constituents for groundwater, leachate, surface water, and the unsaturated zone for <br />the past year are provided in Appendix D. <br />Well monitoring was conducted by Del-Tech Geotechnical Support Services (Del-Tech), located in Oakdale, <br />California. Del-Tech collected samples from each monitoring point containing sufficient liquid for sampling and <br />submitted the samples to Pace Analytical Environmental Services, located in Bakersfield, California, a state- <br />certified laboratory. The first quarter 2024 samples were analyzed for routine monitoring parameters (i.e., ORP, <br />turbidity, temperature, specific conductance, and pH) as stipulated in the MRP (Table 1; RWQCB 2014). <br />Del-Tech collected depth to water (DTW) measurements at all Forward Unit monitoring wells on January 30, <br />2024, and collected samples on January 30 and 31, and February 1 and 2, 2024. Del-Tech collected DTW <br />measurements at the Austin Road Unit on January 17, 19, 29, 30, and 31, 2024; and collected samples on <br />January 19, 22 to 26, 29, 30, and 31, 2024. Additional analyses were conducted at selected Austin Road Unit <br />wells for the cannery waste land application monitoring (Section 2.8) and the supplemental hazardous waste <br />monitoring (Section 2.11).
