El Dorado St.
Dear Mr. Donat,
This letter is in response to our meeting at the above-mentioned site on October 28, 2002,
during which a follow-up inspection was conducted. During this inspection I did notice
the finish texture of the pool decking and restroom flooring was minimal and also
inconsistent in the degree of texture. It appeared that the concrete had a light broom
finish in areas and even less in some. My concern with the light finish to the deck is that
when it becomes wet from bathers, it will become a slip hazard and possible injury may
occur. According to California Code of Regulations (CCR) Sec.3113B.1. "A minimum
continuous and unobstructed 4 foot wide slip-resistant non-abrasive deck area of concrete
or like material.. ."must be provide for the pool deck and for the restrooms
Sec.3115B.3.1. "...Floors which may be walked on by a wet bather shall be slip-
resistant." There is also a note in this section stating, "Rough rotary, raised rubber or
wood float finish of concrete usually provides a slip-resistant finish."
It is my determination that the present finish on the majority of the pool decking and the
finish of the flooring in the shower and general area of the restrooms around sinks and
lockers does not meet the definition and intent of slip-resistant as per the CCR. This
department is unable to finalize the remodel project at McKinley Pool until it meets the
code and passes inspection. I am available for future inspections to speed this along with
proper notice.
If you have any questions or comments, please call me at (209) 468-0338.
