(APN"17517018, 17517019,17519001.) San Joaquin County Environmental Health Department(EHD)conducted a routine annual inspection on July 17. 2003, at t the above.referenced location.The results of the inspection confirmed the presence of methane gas generated at the site. s The gas readings were recorded at various .locations along the perimeter by using a .barhole punch. and landfill gas i instrument. it was observed that the highest of reading confirmed methane gas at a concentration of 34b.on the northern 3 property boundary of APN 17517018.. 1. Title 27 CCR,Section 20923,Gas Monitoring. (a)To ensure that the conditions of section 20921 are met, the operator shall implement a gas monitoring protrram at the disposal site in accordance with the following requirements: (1) The gas monitoring network shall be designed by a registered civil engineer or a certified engineering geologist, and shall ensure detection of the presence of landfill gas migrating beyond the landfill property boundary and also into on site structures;and (2) The monitoring network shall be designed to account for the following specific site characteristics and potential migration pathways or barriers,including,but not limited to: (A)local soil and rock conditions; (B)hydrogeological conditions at the disposal site; (C)locations of buildings and structures relative to the waste disposal area; (D)adjacent land use,and inhabitable structures within 1000 feet of the disposal site proper(}boundary; (E)man made pathways,such as underground construction;and (F)the nature and age of waste and its potential to generate landfill gas.. According to Title 27 CCR,Section 20923,the EHD is directing the owner or operator to install a gas monitoring program under permit at the above referenced location. The EHD is directing you to submit a plan to install a minimum of one gas monitoring probe on north,south,east,and west property boundaries, Within 30 days of receipt of this notice,a written plan must be submitted to EHI)for review and approval how the gas monitoring probes will be engineered and implemented.
