Page Two <br /> 1. Gfeller Development Company and Sent-Pac Corporation should be <br /> directed to implement the recording requirements contained in <br /> Title 14, CAC Section 17735. <br /> 2. Landfill gas monitoring probes should be installed along all <br /> boundaries of the Anderson Pit, Sparks-Rains, and Sent-Pac <br /> Landfills. (Probes already exist along the northern boundary of <br /> Sparks-Rains and Sent-Pac and along a portion of the southern <br /> boundary of the Sparks-Rains landfill.) Prior to installation of <br /> these probes, the proposals should be submitted to your agency for <br /> review and approval. The probes should thereafter be monitored to <br /> determine if landfill gas is present at the boundaries above the <br /> lower explosive limit. A control system(s) may be required if the <br /> monitoring data substantiates its necessity. <br /> 3. Monitoring data contained in the May 5 and June 6 submittals <br /> indicates that landfill gas has moved off the disposal site in <br /> concentrations above the lower explosive limit onto the property <br /> identified in the submittals as Lot 1. Your agency should direct <br /> that a control system be installed to keep the landfill gas from <br /> migrating beyond this boundary. While the monitoring data does <br /> not indicate the presence of landfill gas at the structures at <br /> this time, future modifications of the ground surface (i.e., <br /> paving) could change that situation. The existing monitoring <br /> system could not detect an increase in the rate of gas movement in <br /> time to prevent gas from reaching the structure. Therefore, gas <br /> should be controlled at the site boundary at this time. <br /> 4. Further California Environmental Quality Act (CEQA) documentation <br /> for the development of the disposal site itself should include all <br /> plans and proposed mitigation measures to control and/or monitor <br /> the following landfill concerns: <br /> a. subsidence <br /> b. landfill gas migration <br /> c. leachate generation <br /> d. depth and permeability of final cover <br /> e. maintenance of the integrity of final cover <br /> f. odors <br /> g. groundwater contamination <br /> h. surface water diversion/drainage <br /> If you have any questions, please call me at (916) 322-6172, or Gary <br /> King at (714) 558-6411. <br /> Sincerely, <br /> Kerry D.
