Al
U
July 14, 2005 RECENED
Mr. Robert McClellon JUL 1 5 2005
Supervisor R.E.H.S.
San Joaquin County Environmental Health Department ENVIRONMENT HEALTH
304 East Weber Avenue,Third Floor PERMIT/SERVICES
Stockton,California 95202-2708
SUBJECT: Work Plan for Short Duration Vapor Extraction Pilot Test
World Enterprises Site
Stockton,California
Dear Mr. McClellon,
On behalf of RadioShack, URS proposes to conduct pilot test landfill gas extraction activities at the
World Enterprises site(Site)in Stockton, California. We would like to conduct this pilot test within 2 to
3 weeks following your approval and the concurrence of the San Joaquin Valley Air Pollution Control
District.
Background
The World Enterprises site in Stockton, California, was formerly permitted as a debris-disposal site. The
primary debris was from demolished buildings and included wood, rubble, concrete, and other fill
materials. The site was capped and is no longer an active landfill.
On April 7, 2004, URS installed four single-completion gas-migration monitoring probes, and on
October 12, 2004, URS installed four dual-completion gas-migration monitoring probes at the World
Enterprises site, as shown on Figure 1. On June 1 and 2, 2005, URS installed two single-completion
gas-migration monitoring probes and two landfill gas extraction wells, and on June 9, 2005, landfill gas
measurements were collected from the 10 monitoring probes and the 2 landfill gas extraction wells. The
results of the monitoring of each probe and each extraction well since July 2004 are summarized in
Table 1. These monitoring results were obtained using a GEM 2000 landfill gas monitor. The type of
equipment used for this landfill gas extraction pilot test was selected based on the monitoring results for
the extraction wells.
Purpose of Testing
The purpose of this pilot test is to evaluate the feasibility of installing a permanent landfill gas
extraction system to address the subsurface migration of methane gas at the Site. Parameters to be
measured during the test include soil gas flow rate and vapor contaminant concentrations. The test
results will be used to establish operating design parameters for a long-term remediation system, if
necessary.
The duration of the pilot test will be limited to less than five days to comply with San Joaquin Valley
Air Pollution Control District Rule 2020 — Exemptions. Section 7.5 of Rule 2020 indicates that no
Authority to Construct or Permit to Operate shall be required for pilot tests that do not last more than
five days.
URS Corporation
Crown Corporate Center
2870 Gateway Oaks Drive, Suite 300
Sacramento,CA 95833
Tel: 916.679.2000
Fax: 916.679.2900 K:\Wprocess\25532\WorldEnterprise\GWMPIR\letter.doc
