URS
Mr. Robert McClellon
July 14,2005
Page 3
These results will be used to prepare a flow vacuum response curve to identify potential ranges of flow
rate and vacuum (in inches of water) for system operation. The oxidizer chart recorder will record the
system flow rate; however, it is likely that this measurement will include make-up air as well as landfill
gas. These data will not be included in the test results.
Sampling Protocol
Methane, oxygen, and carbon dioxide concentrations in the landfill gas extraction wells will be
measured using a hand-held, portable GEM 2000 landfill gas monitor immediately before, during, and
after the pilot test.
At or near the completion of the first sustained test, vapor samples will be collected from the inlet and
from the stack/discharge of the thermal oxidizer using summa canisters (or equivalent). At or near the
completion of the second sustained test, a vapor sample will be collected from the inlet to the thermal
oxidizer. These samples will be sent for analysis to the Air Toxics Laboratories and analyzed using EPA
method TO-15 (for VOCs)and ASTM method D-1945 (for speciated light hydrocarbons). Sampling for
VOCs will assist in assessing whether trace constituents are present in the landfill gas at the Site.
Methane, oxygen, and carbon dioxide concentrations in the site monitoring wells will be measured
before and immediately after the pilot test.
Proposed Schedule
As noted, we would like to begin this pilot test within 2 to 3 weeks following your approval and the
concurrence of the San Joaquin Valley Air Pollution Control District(SJVAPCD). The analytical results
for the collected vapor samples are expected within 2 to 3 weeks following the completion of the field
activities. The results of this test (both process data and analytical data) will be transmitted to you and
SJVAPCD within 30 days of the receipt of the analytical results.
If you have any questions or require any additional information, please call me at(916)679-2081.
Sincerely,
URS Corporation Americas
ay mine
S i r Civil Engineer
sures: Figure 1 —Site Plan
Table 1 —Summary of Results
cc: Fred Cruz(SJVAPCD)
Judy McCampbell(RadioShack)
Tony Garvin(Morgan,Lewis &Bockius)
K:\Wprocess\25532\WorldEnterprise\GWMPIR\Ietter.doc
