SEMONTHREE Responsibilities and Authorities <br /> URS will have site safety and health oversight and coordination responsibilities for URS personnel;each <br /> subcontractor will be held accountable for the safe and healthful performance of work by each of their <br /> employees, subcontractors,or support personnel who may enter the site. <br /> 3.1 PROJECT MANAGER <br /> The Project Manager(PM) shall direct URS on-site operations and is responsible for the implementation <br /> of the HASP.The PM may delegate all or part of these duties to a properly qualified URS employee such <br /> as the Site Manager while still maintaining responsibility for the effectiveness of the HASP. At the site, <br /> the PM,assisted by the Site Safety Officer(SSO),has primary responsibility for: <br /> • Seeing that appropriate personal protective equipment(PPE)and monitoring equipment is available <br /> and properly utilized by all on-site URS employees. <br /> • Establishing that URS personnel are aware of the provisions of this plan and are instructed in the <br /> work practices necessary to ensure safety,and are familiar with planned procedures for dealing with <br /> emergencies. <br /> • Establishing that all URS on-site personnel have completed health and safety training required for the <br /> field activities which may include field safety training, competent person training etc. <br /> • Seeing that URS personnel are aware of the potential hazards associated with site operations. <br /> • Monitoring the safety performance of all URS personnel to see that the required work practices are <br /> employed. <br /> • Correcting any URS work practices or conditions that may result in injury or exposure to hazardous <br /> substances. <br /> • Preparing any accident/incident reports for URS activities. <br /> • Halting URS site operations,if necessary,in the event of an emergency or to correct unsafe work <br /> practices. <br /> • Seeing that utility clearances are obtained and documented prior to the commencement of work if <br /> needed. <br /> • Seeing that the appropriate Safety Management Standards are incorporated by this HASP and are <br /> available on-site and applicable forms are used. <br /> • Conducting periodic site visits. <br /> • Reviewing and approving the project-specific HASP. <br /> I <br /> 3.2 SITE SAFETY OFFICER <br /> The Site Safety Officer's(SSO) duties may be carried out by the PM or other qualified URS personnel. <br /> The SSO is responsible for: <br /> • Implementing project Health and Safety Plans,and reporting any deviations from the anticipated <br /> conditions described in the plan to the PM. <br /> H:\WPROCESS\25532\WORLDENTERPRISE\WELL DESTRUCTIOMATTACHA6ENT C WORLD ENTERPRISES HSP TG EDITS.DOC\1 8-NOV-1 1\\ 3-I <br />
