SECTIONONE project Information <br /> 1.2 APPLICABILITY <br /> This Health and Safety Plan(HASP) summarizes health and safety hazard information for activities <br /> conducted by URS Corporation(URS)for RadioShack Corporation(RadioShack). It is not intended to <br /> encompass the scope of work that individual contractors are engaged in, nor is it designed to supply non- <br /> URS employees with all the information they need to perform their jobs safely. <br /> URS employees must follow the provisions of this HASP during all site activities. The HASP will be on <br /> site and readily available during site activities. All URS site personnel must read this HASP and sign the <br /> Safety Compliance Agreement(Appendix A)before being permitted site access. In addition, daily on-site <br /> health and safety tailgate meeting will be conducted. These daily meetings will be documented using the <br /> On-Site Health and Safety Tailgate Meeting Record Form in Appendix B. <br /> The elements and requirements of this HASP also apply to all URS subcontractor employees and URS- <br /> sponsored visitors.All URS subcontractors are responsible for their own work,their own health and <br /> safety, and for ensuring that they and their employees obey all applicable laws,regulations, and <br /> requirements for hazardous waste operations at the site. All URS subcontractor personnel and URS- <br /> sponsored visitors must read this HASP and sign the Safety Compliance Agreement(Appendix A)before <br /> being permitted site access. <br /> 1.3 SITE LOCATION AND DESCRIPTION <br /> The World Enterprises site is located east of Turnpike Road 500 to 1,200 feet south of the <br /> intersection of Downing Avenue and Turnpike Road in Stockton, California. The site operated as <br /> a debris disposal site (debris from demolished buildings, including wood, rubble, concrete, and <br /> other fill material) from 1970 through 1978. Currently the site contains a soil vapor extraction <br /> system and three groundwater wells. No structures are present. The property is open ground. <br /> Access to the property is a wood gate along Turnpike road, near the southwest corner of the <br /> property. On July 17, 2003, during an annual site inspection,the San Joaquin County Environmental <br /> Health Department(SJCEHD) staff measured methane gas concentrations up to 30,000 parts per million <br /> by volume (ppmV) (3 percent by volume)along the property boundary. As a result of this inspection, <br /> SJCEHD required Tandy Corporation(site owner, currently known as RadioShack)to assess whether the <br /> methane concentration along the property boundary was greater than 5 percent by volume, and if found to <br /> be greater than 5 percent by volume,to implement measures for controlling methane from leaving the <br /> site. RadioShack contracted with URS to assess the extent of methane at the World Enterprises site. <br /> Since 2004, URS has installed 10 gas-migration monitoring probes, 2 vapor extraction wells,and <br /> 3 groundwater monitoring wells at the World Enterprises site(Figure 2). <br /> In December 2005, a vapor extraction pilot test was conducted to evaluate the feasibility of installing a <br /> permanent landfill gas extraction system. During this test,vapor samples were collected from the two <br /> extraction wells and analyzed for volatile organic compounds(VOCs). Analytical results of these <br /> samples confirmed the presence of VOCs where the total VOC concentration in each of the vapor <br /> extraction wells was less than 5 ppmV. Based on these results,VOC constituents could be present in <br /> groundwater.
