The <br /> Report reviews results of.groundwater sampling since 2007 at the former inert waste landfill at <br /> the World Enterprises site in Stockton. <br /> The World Enterprises landfill accepted construction debris under San Joaquin Local Health <br /> District Use Permits from 1970 to 1978. As a previously blosed pre-1984 landfill the site is <br /> subject to regulation under Title 27 California Code of Regulations Section 20080(g) which <br /> states: "Persons responsible for discharges at Units which were closed, abandoned, or <br /> inactive on or before/November 27, 9984, may be required to develop and implement a <br /> detective monitoring program in accordance with Article 9, Subchapter 3, Chapter 3, <br /> Subdivision 9 of this division. If water quality impairment is found, such persons may be <br /> required to develop and implement a corrective action program under that article." In 2003 <br /> San Joaquin County Environmental Health Department(SJCEHD) staff measured methane <br /> gas at the former landfill; required an investigation; and subsequent implementation of gas <br /> control measures. SJCEGD asked for a groundwater quality investigation and referred the <br /> results to us. The groundwater investigation indicated a possible low level threat to <br /> groundwater for metals and Regional Water Board staff requested additional groundwater <br /> monitoring. <br /> Groundwater monitoring since 2007 documents low level impacts downgradient from the <br /> landfill. However, these impacts do not rise to the level of groundwater quality impairment and <br /> staff does not believe that additional remedial actions are justified at this time. Therefore, <br /> Radio Shack may cease quarterly groundwater sampling. Please be aware,this is not a <br /> release from your responsibilities to control gas under SJCEHD supervision. Also, if evidence <br /> of water quality impairment from your site comes to light in the future, you may be required to <br /> complete the remedial actions. <br /> California Environmental Protection.Agency <br /> Ceecycfed Paper <br />
