The County has constructed a <br />number of earthen berms extending across the newly -closed area that was recently subjected to <br />erosion (See attached Figure and photographs). These berms will minimize the path the surface <br />water takes, which will minimize both the over-all erosion of the surface and the demands on the <br />local discharge area at the southern end of the newly -closed area. <br />It may be important to note that, in some ways, erosion control prior to the establishment of the <br />vegetation presents conflicting conditions, that is, highly compacted soil may be less erodible but is <br />also less conducive to the growth of vegetation. The multiple berm configuration as constructed <br />addresses this situation by mitigating erosion concerns while minimizing adverse impacts on area <br />vegetation efforts. <br />The County plans to hydroseed the affected area in early Autumn 2014 when conditions are <br />optimal for vegetative growth. Hydroseeding will include the placement of blown straw as identified <br />in the Inspection Report. The County will also remove and replace the straw wattles in the <br />Caltrans area beyond the landfill fence by the end of April 2014. <br />Prior to hydroseeding, the County will ask a horticultural consultant to assess what soil treatments <br />might be needed to improve vegetative growth, and perform rototilling as needed to loosen the top <br />soil. It is anticipated that next year's rains will come early and provide sufficient moisture to <br />germinate the seeds. If not, the County will continue to maintain the cover of the newly closed <br />area by installing and maintaining Best Management Practices (BMPs). <br />If you have any questions, please call Michael Carroll, Engineer IV at (209) 468-8504. <br />
