Koller : <br /> The San Joaquin County Environmental Health Department (EHD) is a certified Local Enforcement <br /> Agency (LEA) with Cal Recycle . LEAs have the primary responsibility for ensuring the correct <br /> operation and closure of solid waste facilities in the state . More specifically, as an LEA, EHD <br /> implements elements of the Public Resources Code (PRC) regarding the enforcement solid waste codes <br /> and regulations . <br /> The Corral Hollow Landfill and the City of Tracy Landfill were two permitted solid waste facilities . <br /> The facilities were closed in or around 1996 and 1946 , respectively, consistent with the PRC . As closed <br /> solid waste facilities both sites remain subject to LEA jurisdiction and inspection by EHD . The EHD is <br /> aware of residential development adjacent to the Corral Hollow Landfill and the City of Tracy Landfill . <br /> As the LEA, EHD has reviewed the closed disposal sites and has determined that there is a potential for <br /> landfill gases to migrate underground from the closed disposal sites to the homes in the nearby <br /> development . Such gases are combustible and when they seep into homes and outbuildings they can <br /> build up and can result in severe health risks and death from inhalation as well as fires or explosions . <br /> Accordingly, the EHD recommends that development of homes and buildings within 1 , 000 feet of the <br /> closed disposal site boundary take the following precautions to protect public health and safety and to <br /> prevent the threat of damage to structures , roads , and utilities . <br /> Title 27 CCR, Section 21190 , Post Closure and Land Use, regulation requirements that the EHD is <br /> recommending : <br /> ( 1 ) a geomembrane or equivalent system with low permeability to landfill gas shall be <br /> installed between the concrete . floor slab of the building and subgrade . <br /> 1868 E .
