LFG may need to be investigated if the site or adjacent properties are considered for property transfer or development. These recommendations should be conveyed to the owners of the properties and any potential buyers as a disclosure with a condition to correct these conditions as a requirement for property transfer or post-closure land-use. Additional investigation may be necessary for all properties considering clean-closure to determine the costs to clean close the site. All property transfers for this site should disclose to owners that residential use of the site is not consistent with the presence of a landfill and hazardous constituents present at the site. An owner could enter into a voluntary clean-up agreement with DTSC to oversee investigation and remediation, however the entire landfill would need to be considered, not just individual parcels. There are real estate property rescission options for owners who purchase contaminated parcels see attached.
