Environmental Health Department <br />Telephone: (209) 955-0535 Owner/Operator: THE ELEMENT APARTMENTS <br />Inspection Type: Routine <br />Address: 1360 LAKESIDE AVE, MANTECA 95337 <br />Date: 06/17/2024Name of Facility:THE ELEMENT APARTMENTS <br />Reinspection on or after: <br />Swimming Pool Official Inspection Report <br />Program Element: 3612 - PUBLIC POOL/SPA - ADDITIONAL <br />Items listed on this report as violations do not meet the requirements set forth in the California Health and Safety Code section(s) 116043, 116040, & <br />116050. All violations must be corrected within specified timeframe. Violations that are classified as "MAJOR" pose an immediate threat to public <br />health and must be corrected immediately or be subject to closure pursuant to California Code of Regulations (Title 22) section 65545. <br />VIOLATIONS AND CORRECTIVE ACTIONS <br /> #10 Disinfectant Residual <br />OBSERVATIONS: Free chlorine is at 1.2PPM. Provide 3PPM - 10PPM today. Liquid chlorine added. Free chlorine is at 8.2 <br />PPM now. Corrected on site. <br />CALCODE DESCRIPTION: Public pools, when open or in use, shall be disinfected continuously by approved chemicals and shall <br />maintain the following concentrations: 1.0 ppm to 10.0 ppm free chlorine without cyanuric acid, 2.0 ppm to 10.0 ppm free chlorine with <br />cyanuric acid or 2.0 ppm bromine. Spas, wading pools, and spray grounds shall maintain the following concentrations: 3.0 ppm to <br />10.0 ppm free chlorine or 4.0 ppm bromine. (CCR 65529) <br />This is (Major) Violation. <br />MAJOR <br /> #9 Ladders and Handrails <br />OBSERVATIONS: Spa handrails are not secured. Secure handrails in 1 week. <br />CALCODE DESCRIPTION: A means of entry and exit shall be provided at both the shallow and deep end of the pool. Ladders and <br />handrails shall be corrosion resistant and shall be rigidly installed. At least one handrail shall extend from the deck to not less than a <br />point above the top of the lowest step. Handrails shall be installed between 28 to 36 inches above the steps and deck. (CBC 3111B) <br />Pool operator shall keep ladders and handrails well maintained. (CCR 65535) <br /> #22 Skimmer Assembly <br />OBSERVATIONS: Spa skimmer is lacking weir gate. Provide weir gate in 1 week. <br />CALCODE DESCRIPTION: Pool shall be equipped to provide continuous skimming of the pool water. All parts of the skimmer shall <br />be maintained in accordance with manufacturer specifications. (CBC 3136B) <br /> #38 Filter Cleaning and Maintenance <br />OBSERVATIONS: Difference between the influent and effluent pressure is more than 10 PSI. Back wash/ clean filter today. <br />CALCODE DESCRIPTION: All filters shall be maintained in accordance with manufacturer's specifications. (CBC 3123B) Pressure <br />gauge located on the filter shall be marked with the clean startup reading. (CBC 3125B) Each filter vessel shall be provided with valves <br />so that it can be isolated from the recirculation system for repairs and backwashing.
