In regards to the April 2025 inspection that was meant to be the 20 year
tank integrity inspection for the fuel tanks and the 5 year inspection for the waste oil. The daily
inspection is already being done and monthly inspections have already been entered into our CMMS
system and will be producing monthly work orders for the inspections. The daily inspections will be
performed by Operations staff during their daily rounds. This is a plant wide daily inspection of all
operating systems and equipment done by personnel familiar with all aspects of our operation. The
monthly inspection will be performed by Maintenance staff responsible for keeping the plant's equipment
in good working condition. This staff is knowledgeable about all aspects of our equipment. This will be
specified in the SPCC.
I hope this clears up some of#55.
Thank you,
Heather Grove
Water Resources Regulations Manager
City of Manteca
1001 W Center St (mailing)
2450 W Yosemite Ave (shipping)
Manteca, CA 95337
(209)456-8473
(209)923-8990 (fax)
From: Won, Matthew [EHD] <mwon@sjgov.org>
Sent: Friday, September 6, 2024 1:55 PM
To: Heather Grove<hgrove@manteca.gov>;Jennifer Greenwood <jgreenwood@manteca.gov>;Timothy Carroll
<tcarroll @ manteca.gov>
Subject: Re: PR0529613-2450 W Yosemite Ave-7-31-24-Manteca WQCF
Hello Heather,
Thank you for submitting the RTC on time. Please see the following comments regarding violations:
#55 - Your facility can determine what the qualifications are for personnel performing tests and
inspections, so long as they are in accordance with industry standards and adhere to the SPCC plan.
Facility staff of other facilities often conduct the regular daily, monthly, and annual inspections.
Please make sure inspections are conducted sooner than the April 2025 target date and conduct in
accordance with industry standards and your current SPCC plan.
Violation #3 and #71 are closed. Please see attachment for outstanding violations and additional
requirements.
https://outlook.office365.com/mail/AAMkADZjZDdiNzVmLTMxZWMtNDg3MSl hMjlyLWU30GI2MTAONzFjMwAuAAAAAABD25wAKMvl TZ4zl%2FNfK... 1/3
