7.4 Controls for Facility Fluid Transfer Operations[112.7(e)(4)] <br /> 7.4.1 Oversight <br /> No unattended fueling is permitted at the Facility.Fuel deliveries to the 10,000-gallon diesel <br /> AST will always be monitored by trained personnel from the fuel supply company(training <br /> records kept with the fuel supply company).As part of the fueling procedures,the 10,000-gallon <br /> diesel AST is gauged and the tank ullage is calculated.The tank is then only filled to a <br /> maximum of 90%capacity.All other fueling on site will be monitored by a trained plant <br /> employee. <br /> 7.4.2 Secondary Containment <br /> A small catchment basin is located beneath the fill port to the 10,000-gallon AST to catch any <br /> minor spills during filling.To prevent storm water accumulation,the catchment is covered when <br /> not in use.Additionally,spill kits with absorbent pads are available at other equipment filling <br /> locations to catch minor drips/spills. <br /> 7.43 Fuel Dispensers <br /> The dispensers for the 10,000-gallon diesel AST,105-gallon diesel tank,and 105-gallon gasoline <br /> tank are equipped with automatic shut-off valves to deactivate the dispensing pumps when the <br /> fuel tank on the vehicle or equipment is full.Additionally,an emergency shut-off switch for the <br /> 10,000-gallon diesel fuel dispenser is located adjacent to the AST on the outside of the vehicle <br /> maintenance shop. <br /> 7.4.4 Overfill Prevention Measures <br /> The 10,000-gallon diesel AST is equipped with a liquid level sensor to prevent tank overflow. <br /> This sensor is an audible alarm that sounds if the tank is filled past 900%capacity.The liquid <br /> level sensing device is regularly tested to ensure proper operation. <br /> For the 105-gallon diesel and gasoline mobile fuel tanks,a liquid level sensing device is not <br /> utilized because these two tanks are not refueled on site.These tanks are refueled offsite at <br /> service stations when fueling is attended and a fuel dispenser with an automatic shutoff is used. <br /> Because the two 105-gallon tanks are not filled on site,there is no chance of an overfill event <br /> occurring at the site.The tanks will be fitted with signs(stickers)that clearly indicate that the " <br /> tanks shall not be refueled(filled)on site. <br /> 7.5 Spill Cleanup Kits <br /> Spill kits are located throughout the site as shown on Figure 2.The spill kits are inspected once <br /> a week to ensure that it is properly stocked with absorbent materials.It is ultimately the <br /> responsibility of the SPCC Plan Coordinator to ensure that any materials used from the spill kits <br /> are replenished as soon as practical.The SPCC Plan Coordinator should also ensure that plant <br /> personnel are properly using the spill response materials.Spill kit inspection is included in the <br /> weekly environmental checklist(Appendix D). <br /> 7.6 Site Security Controls[112.7(e)(9)] <br /> The entire Facility is manned twenty-four hours a day,365 days ayear.Buildings are secured during <br /> nonoperational hours. <br /> srccP —The Scottsco y D A-1 <br /> 3 <br />
