PUBLIC HEALTH SERNICES
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202
209/468-3420
Stonewood Estates Homeowners Assn.
2727 Summer Field Drive
Stockton, CA 95209
ADVISORY NOTICE
To: Owners/Operators of Public Wading Pools Located in San Joaquin County
From: Public Health Services, Environmental Health Division
Subject: Main Drain Retrofit of Public Wading Pools
Date: September 25, 1998
An inspection of your facility indicates that you have a public wading pool. In recent years,
there have been a number of accidental entrapments and disembowlments associated with the
main drains of wading pools. In an effort to prevent future accidents of this kind, Senate Bill
873 was passed, amending the California Health and Safety Code, (HSC) Section 116064,
which will now require the following:
Wading pools shall have at least two (2) hydraulically balanced circulation drains per pump
and be symmetrically plumbed through one or more "T" fittings. The drains shall be
separated by at least three (3) feet in any dimension.
Wading pool main drains that are less than 12 inches across shall be covered with
antivortex grates or similar protective devices and secured to the drains so that they cannot
be removed except with the use of tools. Slots or openings in the grates or antivortex
covers shall be so designed as to prevent physical entrapment that may pose any suction
hazard to pool users.
The maximum water velocity in the pump suction hydraulic system shall not exceed six (6)
feet per second when 100 percent of the pump's flow passes through the main drain outlets.
This velocity cannot be exceeded even if one of the outlets is completely blocked.
Senate Bill 873 also contains the following time frames in which public wading pools are to be
brought into compliance:
A Division of San Joaquin County Health Care Services
