County of San Joaquin Dept of Public Works IIPP Rev 2020-01-31.docx <br /> Page 69 <br />o Copy of the tag may be included with device keys prior to the device <br />being sent out for service to either an internal or external service <br />provider <br /> Locks are to be used at all lockout locations <br /> Tags are used in addition to locks and never without locks. <br /> Tags indicate <br />o Reason for the lockout <br />o Name of the authorized employee locking out the equipment and <br />how to reach that individual <br />o Date and time the lockout was put in place <br />CAUTION: Never remove a lockout / tag-out installed by another employee <br />without direct knowledge of that employee and supervisor approval. <br /> <br />3.6.4 Fuel Pumps <br />3.6.4.1 All fuel pumps have a master kill switch that will cut off electrical service to <br />all pumps at a particular fueling station <br /> In addition, there is a control mechanism in a secure location at each fueling <br />station <br />o Control mechanism can turn off pump to each individual fueling <br />pump <br />o Pump service can be turned off or on only by an authorized person <br />3.6.5 Out of Service Board <br /> Fleet Services uses a key control board located in Shop offices. <br /> Key boards are used to hold keys for vehicles that are reported for service <br /> Any vehicle with keys kept on the board is considered out of service and <br />either the mechanic of record or the shop foreman is the only individuals with <br />authority to release keys for vehicles at the shop. <br />3.6.6 Additional Means for Blocking Energy Sources <br /> Suitable blocks are another important safety device for making a piece of <br />equipment safe to be repaired or serviced. Blocks must be placed under <br />raised dies, lifts or any equipment that might inadvertently move by sliding, <br />falling or rolling. <br /> Another form of blocking is the placement of a blind. A blind is a disk of metal <br />placed in a pipe to ensure that no air, steam or other substance will pass <br />through that point if the system is accidently activated. <br /> Before installing blinds or blocks, bleed down any steam, air or hydraulic lines <br />to get rid of any pressure. Coiled springs, spring -loaded devices, or <br />suspended loads must also be released so that their stored energy will not <br />result in an inadvertent movement. <br /> <br />3.6.7 Testing Equipment During the Lockout
