Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division
Transfer Processing Report 20 County of San Joaquin
September 16, 2024

Facility housekeeping is conducted to minimize the accumulation of materials (i.e., used parts,
inoperable equipment, tires, scrap and similar items) inherent in the operation of a MRF.
Housekeeping includes removing litter from the site, sweeping the self-haul area at the end of
each operating day. Housekeeping activities are conducted on a continual basis by facility
personnel.

Food waste separator, hopper and bunker will be cleaned per the FWPOP (Appendix G) by City
of Manteca staff.

3.1.1.2 Container Cleaning
Containers (i.e., recycle bins, refuse cans, debris boxes) utilized for the storage and/or transport
of waste are cleaned as-needed. Constant monitoring of containers by facility personnel allow
the operator to ensure that all of the containers are cleaned to prevent the creation of nuisances
and the harborage of vectors.

3.1.2 Non-Salvageable Items
Non-salvageable solid waste is transferred to a landfill for disposal. Other non-salvageable items
that cannot be disposed in the landfill, such as drugs, hazardous wastes, poisons, medical
wastes, syringes, needles, pesticides are retained on site temporarily, then transferred to a
facility permitted to receive these items. Many of these items are transferred to the San Joaquin
County Household Hazardous Waste Center in Stockton.

3.1.3 Scavenging and Salvaging
Salvaging operations including collection of recyclable materials (e.g., including corrugated
paper, mixed paper, newspaper, plastics, aluminum, ferrous metal, green materials and glass) is
performed in the MRF by County personnel.

Scavenging is prohibited at the LTS.
