Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division
Transfer Processing Report 24 County of San Joaquin
September 16, 2024
3.2.3 Materials Removal
The majority of the recyclable materials are manually separated and loaded in 40 CY containers
for transportation to secondary markets.

Material removal operations at the MRF are conducted as an ongoing basis. When a full
shipment of recyclable materials is ready, it is transported to a secondary materials market. The
amount of materials and frequency of removal depends upon the composition of the recyclables,
the amount of recyclable material recovered and the efficiency of sorting. The trailers and bins
for cardboards, mattresses and carpet will be hauled offsite to the appropriate recycler or
disposal site once full.

During normal operating conditions municipal solid waste is processed the same working day.
Mixed waste that is not processed by the end of the working day is left on the MRF tipping floor
until it can be properly loaded into transfer trailers the next working day.
Green waste will be removed from the green waste processing area within 72 hours and taken to
North County Landfill’s green waste processing area. A log will be kept at the scale house for
removal of green waste off site. Materials will not be stored on site for a period of time which
may result in the creation of a public health hazard, nuisance or fire hazard in accordance with 14
CCR, Section 17409.3 (c).

3.2.4 Burning Wastes and Open Burning
Burning of wastes is not permitted in the facility. If burning wastes are inadvertently received at
the LTS, they are separated from other wastes to a safe area away from the unloading, transfer
and processing areas where it is be spread and extinguished with water.

3.2.5 Process or Quench Water
Process or quench water is not used at the LTS.

3.2.6 Hazardous, Liquid and Special Waste Exclusion
Facility staff conduct hazardous waste screening in the form of a random load-checking program.
In the event that a hazardous or prohibited waste is detected as part of the load checking
