Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />May 16, 2024 <br /> Facility Address: <br /> 1505 WARREN RD, RIPON <br /> Facility Name: <br /> LUCAS CUSTOM FARMING <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 5 HSC 25505(a)(1) Failed to electronically submit hazardous materials inventory for all reportable materials on site. <br />OBSERVATION: 305 gallons of new oil, 210 gallons of of hydraulic fluid, 60 gallons of transmission fluid, 1089 cubic <br />feet of compressed gas nos 75% /25% carbon dioxide, 846 cubic feet of oxygen, 439 cubic feet of acetylene,55 <br />gallon of 2 cycle fuel, 1000 gallons of used oil, 250 gallons of propane tanks, 11,000 gallons of red dye diesel, <br />10,000 gallons of diesel, 260 gallons of makaze herbicide, and 265 gallons of Forfeit herbicide were found on site <br />that have not been reported to CERS. This violation has been corrected. <br />REGULATION GUIDANCE: Any material that meets or exceeds the reportable quantity shall be reported in the <br />facility's business plan. <br />CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, add the materials to the hazardous material inventory, and submit to the EHD for <br />approval. <br />This is a minor violation. <br /> 6 HSC 25505(a)(2) Failed to electronically submit a site map with all required content. <br />OBSERVATION: A site map was not completed and submitted as part of the business plan. This violation has been <br />corrected. <br />REGULATION GUIDANCE: site map that contains north orientation, adjacent streets, access and exit points, <br />evacuation staging areas, hazardous material handling and storage areas, emergency response equipment, and, if <br />present, loading areas, internal roads, storm and sewer drains, and emergency shutoffs, as well as additional map <br />requirements the governing body of the unified program agency finds necessary. <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is a minor violation. <br /> 7 HSC 25505(a)(3) Failed to electronically submit an adequate ER procedures for a release or threatened release. <br />OBSERVATION: The emergency response(ER) procedures were not submitted.
