On
October 26, 2022, Gabriela Garcia-Mejia of the San Joaquin County Environmental Health
Department (EHD) performed Hazardous Materials Business Plan (HMBP), Aboveground Petroleum
Storage Act(APSA), and Hazardous Waste (HW) routine inspections. Gabriela mailed the first non-
compliance letters on 3/29/23. The facility has not corrected all the violations cited on 10/29/2022.

Attached are the second notices for all three programs. The notices lists the open violations with
observations, regulation guidance, and how to correct the violations.

Gabriela, who conducted the inspections is no longer with EHD. If you have sent any return to
compliance after 3/29/24, please forward them to me for review. Otherwise, correct the violations
immediately and email me the return to compliance included in these letters with any supporting
documents.

Please contact me if you have any questions or the designated employee listed on the attached
letter.

Thank you,

EHD staff time associated with failing to comply, including the issuance of this letter, is billed at the
current hourly rate ($162). Failure to submit the completed information immediately may result in a re-
inspection, additional violations, and/or further legal action. This is your final notice.

Best Regards,

Haza

From: Edker McCullough <Edker.McCullough@pelicanrenewables.com>
Sent: Friday, April 26, 2024 8:06 AM
To: Manzo, Elena K. Please call me to discuss. 209-361-
7952.
