The assessment shall be valid for a maximum period of five (5) years or the remaining service life of the tank <br />system, as stated in the engineer's assessment, whichever is less. <br />CORRECTIVE ACTION: Provide a corrective action statement and supporting documentation to the San Joaquin <br />County Environmental Health Department (EHD) within 30 days. Provide a complete copy of the tank assessment <br />document, when available. <br />This is (Minor) Violation. <br />CA Code of Regulations 66265.195 3030029 - Conducts/documents daily inspections of hazardous waste tank <br />system. <br />OBSERVATION: The facility has a hazardous waste tank but does not have three years of complete daily tank <br />inspection records. <br />REGULATION GUIDANCE: <br />(a) The owner or operator shall inspect, where present, at least once each operating day: <br />(1) overfill/spill control equipment (e.g., waste-feed cutoff systems, bypass systems, and drainage systems) to ensure <br />that it is in good working order; <br />(2) the aboveground portions of the tank system, if any, to detect corrosion or releases of waste; <br />(3) data gathered from monitoring equipment and leak-detection equipment, (e.g., pressure and temperature gauges, <br />monitoring wells) to ensure that the tank system is being operated according to its design; <br />(4) the construction materials and the area immediately surrounding the externally accessible portion of the tank <br />system including secondary containment structures (e.g., dikes) to detect erosion or signs of releases of hazardous <br />waste (e.g., wet spots, dead vegetation); and <br />(5) for uncovered tanks, the level of waste in the tank, to ensure compliance with section 66265.194(b)(3). <br />(c) The owner or operator shall document in the operating record of the facility an inspection of those items in <br />subsection (a) of this section. <br />CORRECTIVE ACTION: Immediately start conducting and documenting complete daily hazardous waste tank <br />inspections. Provide a corrective action statement and supporting documentation to the San Joaquin County <br />Environmental Health Department (EHD) within 30 days. <br />This is (Minor) Violation. <br /> 43 <br />CA Code of Regulations 66262.34(a)(4), 66265.55 3030063 - Emergency coordinator on the premises or on call. <br />OBSERVATION: The facility does not have an assigned trained employee with the responsibility of coordinating all <br />emergency response measures, available at all times. <br />REGULATION GUIDANCE: <br />At all times, there shall be at least one employee either on the facility premises or on call (i.e., available to respond to <br />an emergency by reaching the facility within a short period of time) with the responsibility for coordinating all <br />emergency response measures. This emergency coordinator shall be thoroughly familiar with all aspects of the <br />facility's contingency plan, all operations and activities at the facility, the location and characteristics of waste <br />handled, the location of all records within the facility, and the facility layout.
