October 7, 2024 <br />Nathan Gustus <br />SitelogIQ <br />1651 Response Road, Suite 300 <br />Sacramento, CA 95815 <br />Re: Site Characterization Report <br />Former Riverbank City Dump <br />City of Riverbank Waste Water Treatment Plant <br />Condor Project No. 9157 <br />Dear Mr. Gustus: <br />Condor Earth (Condor) provided oversight of subsurface soil sampling as part of an investigation at the <br />former Riverbank City Dump, located along the southern boundary of the City of Riverbank Waste Water <br />Treatment Plant (WWTP) in Riverbank, San Joaquin County, California, in general accordance with the <br />scope of work outlined in the Site Characterization Work Plan for The Riverbank City Dump (SWIS No. <br />39-CR-0029, San Joaquin County (Work Plan), dated July 2023 (Revised February 2024), prepared by <br />SWT Engineering (SWT) and pursuant to subsequent discussions between SWT, SitelogIQ, and Condor. <br />The purpose of the investigation is to determine the approximate horizontal and vertical extents of the <br />suspected disposal site and to characterize the content of the fill for potential hazardous substances. Two <br />Site figures are included in Appendix A: 1) a figure showing the proposed boring location and preliminary <br />solar panel layout from the work plan, and 2) a figure showing the final boring locations. <br />This report includes a summary of the sampling procedures, laboratory analytical results, and conclusions. <br />Figures showing sampling locations are included in Appendix A, tables included detected analytical results <br />are included in Appendix B. The San Joaquin County Environmental Health Department (EHD) approved <br />drilling permit is included in Appendix C. The ground penetrating radar (GPR) Job Summary Report is <br />included in Appendix D. Field forms and boring logs are included in Appendix E. Laboratory analytical <br />reports are included in Appendix F. <br />SITE PREPARATION <br />Condor outlined (5 feet by 5 feet box) each proposed boring location with white paint in preparation for <br />clearing the locations of underground utilities using GPR. The GPR survey was conducted on August 14, <br />2024, by GPRS Inc. The resolution depth of the GPR equipment was reported as approximately 1.5 feet <br />bgs. Other equipment utilized included an electromagnetic pipe and cable locator and a magnetometer. No <br />anomalies were detected within the marked areas. The GPRS Job Summary Report is included in Appendix <br />D. <br />As required by law, Underground Services Alert (USA) was notified at least 48 hours in advance to identify <br />utilities in and near the work area. Prior to performing work, all Site personnel reviewed the Work Plan and <br />signed the site-specific Health and Safety Plan.
