(AGI), has prepared this 2024 Annual Monitoring Report on behalf of <br />Mr. Manpreet Singh of World Enterprises. This report documents the results of fourth <br />quarter 2024 (4Q24) monitoring activities completed at the World Enterprises site located <br />at 3578 French Camp Turnpike Road, Stockton, California (Figure 1). <br />BACKGROUND <br />The site, historically operated as a debris disposal facility between 1970 and 1978. Debris <br />was sourced from demolished buildings and included wood, rubble, concrete and other <br />fill materials. The site operated under San Joaquin Local Health District Use Permits <br />issued to World Enterprises. <br />On 17 July 2003, during a routine site inspection, the San Joaquin County Environmental <br />Health Department (SJCEHD) detected elevated methane gas concentrations of up to <br />30,000 parts per million by volume (ppmv) (equivalent to 3% by volume [%]) along the <br />site boundary. Methane concentrations exceeding 5% represent the lower flammability <br />limit (LFL) and pose potential health and safety risks. Consequently, SJCEHD required <br />Tandy Corporation, the site owner at the time, to assess the extent of methane <br />concentrations and implement mitigation measures if methane levels were confirmed to <br />exceed regulatory thresholds. <br />In November 2003, RS Legacy Corporation (successor to Tandy Corporation) contracted <br />URS Corporation Americas (URS) to evaluate methane migration at the site. In April <br />2004, URS installed four gas migration monitoring probes (VW-1 through VW-4) to <br />monitor subsurface gas concentrations. By October 2004, four additional dual-screen
