OBSERVATION:An accurate UST Monitoring Site Plan was not submitted. -Currently the UST Monitoring Site Plan in CERS shows that there are 2 different types of sensors in the three annular sumps, only the annular sensor was seen in these locations.Additionally,the map indicates that the vent sump has 2 sensors, only 1 sensor was found. REGULATION GUIDANCE:A site plan must be submitted identifying the locations where monitoring will be performed. The site plan must show the general layout of tanks and clearly identify locations of the following equipment, if installed: 1) monitoring panels; 2)in-tank liquid level probes(if used for leak detection); 3)devices monitoring tank annular spaces or vault;4)devices monitoring product piping; 5)devices monitoring fill piping; 6)devices monitoring vent piping; 7)devices monitoring vapor recovery piping; 8)devices monitoring vent/transition sumps; 9)devices monitoring under-dispenser containment; 10)line leak detectors; and 11)devices monitoring any other secondary containment areas. CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/ and upload a copy of the UST Monitoring Site Plan. This is a repeat violation (Class 2) Violation. 10 CA Code of Regulations 2638(c), 2638(d)2030074-Annual Monitoring System Certification Form to the CUPA within 30 days of completion of the test. OBSERVATION:Annual monitoring system certification and leak detector testing was performed on 1/25/2024 and a test report was submitted on 3/12/2024, 18 days late. REGULATION GUIDANCE:A copy of the test report must be submitted within 30 days of the tests. CORRECTIVE ACTION: Take all necessary precautions to ensure testing and submittal of test reports are performed in a timely manner. This is a repeat violation (Class 2) Violation. 13 CA Code of Regulations 2637.1(d),2637.1(e)2010017- Spill bucket testing results submitted to the UPA within 30 days of testing.
