Areas of Concern <br />27 CCR 20680 - Daily Cover <br />A pile of soil mixed with waste was observed at area six. Apply a minimum of six <br />inches of compacted earthen material on exposed waste at the end of each operating <br />day. In addition, alternative daily cover tarps can be used to cover the active face. <br />Operator provided photos showing the waste covered by the end of the inspection day. <br />27 CCR 20650 - Grading of Fill Surfaces <br />Water ponding was observed at area six. The area was not sloped to prevent ponding. <br />Covered surfaces of the disposal area shall be graded to promote lateral runoff of <br />precipitation and to prevent ponding. Grades shall be established of sufficient slopes to <br />account for future settlement of the fill surface. <br />Inspection Report Comments <br />1. Observed one bulldozer and a compactor being operated at the active face. Traffic director <br />observed at the active face. Personnel were wearing appropriate PPE. <br /> <br />2. Records were reviewed indicating that Olivera Enterprises shipped 230 cubic yards of <br />green waste off site for retail sale in September. Observed use of ground green waste for <br />erosion control on the landfill slopes. <br /> <br />3. Reviewed the special occurrences log, training record, daily tonnage and vehicle values, <br />and the load check record. <br /> <br />4. Landfill gas monitoring wells were not measured today due to rainy weather. <br /> <br />5. Rain was falling, no dust control needed. <br /> <br />6. The green waste chipping and grinding stockpiles were small. Continue processing green <br />waste in a timely manner in compliance with the site permit and state regulation. <br /> <br />7. Observed litter crew working off-site on Harney Lane. <br /> <br />8. Site did not exceed their daily tons of waste received in October. Violation resolved. <br />9. The inert debris storage area was moved to a location east of the recycling center <br />building. The location is temporary until the new area seven liner is completed in 2026. <br />10. The LEA and CalRecycle conducted a joint inspection for the routine monthly and permit <br />revision inspection. <br />11.
