Disposal Facility (Site) Inspection Report (52) <br />North County Landfill & Recycling Center (39 -AA -0022) <br />4/24/2024 <br />Cover all landfilled surfaces with six inches of compacted earthen material. The active <br />face can be covered with tarps at the end of the working day. <br />Inspection Report Comments <br />1. Tarps were being used as alternate daily cover. <br />2. First truck dumped waste at active face at 7 am. Active face was at area six. <br />3. Green waste records indicated that Olivera Enterprises shipped 1089 cubic yards off site <br />for retail sale in March. <br />4. Reviewed special occurrences log, training record, daily tonnage and vehicle values, and <br />load check record. <br />5. No treated wood waste observed in the chipping and grinding area. Last month's violation <br />for treated wood waste in the white wood pile is resolved. <br />6. Olivera Enterprises provided employee training records and white wood testing <br />records. Test results are within the regulatory limits. Section 21600 violation and section <br />20610 area of concern resolved. <br />7. Soil gas monitoring well #20 was measured. Shallow probe: 0.0% methane, 0.1 % carbon <br />dioxide, 20.5% oxygen, 79.4% balance; intermediate probe: 0.0% methane, 0.1% carbon <br />dioxide, 20.5% oxygen, 79.5% balance; deep probe: 0.0% methane, 1.3% carbon dioxide, <br />19.0% oxygen, 79.7% balance. <br />8. Soil gas monitoring well #22 was measured. Shallow probe: 0.0% methane, 0.1% carbon <br />dioxide, 20.3% oxygen, 79.6% balance; intermediate probe: 0.0% methane, 0.1% carbon <br />dioxide, 20.3% oxygen, 79.6% balance; deep probe: 0.0% methane, 1.7% carbon dioxide, <br />15.5% oxygen, 82.7% balance. <br />9.
